Indian Pipe Enterprises Accused China Welding Pipe API X-70 and Will Conduct Imposition Anti-dumping

Indian steel pipe manufacturers asked the government to conduct imposition of anti-dumping duties for the API grade X-70 steel pipe imported from China. India's Ministry of Commerce designated the authority of the anti-dumping and joint taxation Council (DGAD) will be investigated, involving large-diameter submerged arc welded pipe, customs code under 7305.
May 12, JINDAL SAW, ESSAR and other complaints, the Government requested the import of these products from China to take anti-dumping measures. They alleged that China's steel pipe manufacturers in India's oil and gas projects in the tender, has been winning at low prices.
At present, India's annual production capacity of about 6 million tons of steel, in April capacity utilization is only 35%, 25% of the output for the export market, mainly the lack of project demand. Although Prime Minister Moody is speeding up the gas project, hoping to put into production before the 2019 national election, but the local enterprises unable to compete with Chinese enterprises. Steel data show that last year China's total exports to India, a total of 134,000 tons of pipe, including oil and gas pipeline with about 10,000 tons, from January to April this year, exports of 77,000 tons of welded pipe, of which about 30,000 tons of oil and gas pipeline.
At present, Indian submerged arc welded pipe has 10% import duty, and 5% of project import.
